What does this MR do?

Skip jobs on coordinator pipeline

Includes an environment variable when triggering deployments from release-tools to skip specific jobs on the deployer pipeline. First job to be skipped is gprd-checks, since having it on both the release-tools and deployer pipeline causes duplicated messages on the monthly issue.
