Add temporary additional debugging to CanaryUp

Robert Speicher requested to merge rs-debug-canary-up into master

This adds additional debugging output to the CanaryUp production check, and forces the trace log level. We disable Elastic logging for this job specifically so we don't store a bunch of short-term logging.

Debugging for gitlab-com/gl-infra/delivery#1812 (closed).
