Personalizes deployment SLO buckets

What does this MR do?

Extends deployments SLO buckets to start from 3.5h all the way to 6h:

  • Based on the data analyzed here !1473 (comment 603213019), we suspect our target is going to be between 4.5h and 5h.
  • Everything above 5h might be considered a slow deployment and could spark a discussion and analysis.
  • Everything below 4h might be considered a speedy deployment. Hopefully at some point we'll reach deployments within the 3.5h
