Modify `auto_deploy:metrics:end_time` to use release tag

What does this MR do?

auto_deploy:metrics:end_time sends information to Prometheus Pushgateway, and internal prometheus is only available for specific taggged runners. This commits updates auto_deploy:metrics:end_time to use such runners.
