Move Promotion::GitlabDeploymentHealth to Prometheus namespace

What does this MR do?

The original naming was confusing because we also had Promotion::Check::GitlabDeploymentHealth, which utilized the class to gather service health metrics.

Since the class is working exclusively with Prometheus, it made more sense in the Prometheus namespace with a representative name.
