Search for merge requests using the source branch

What does this MR do?

Filter by source_branch to find an existing merge request. This change will affect every MR created by release-tools. It is behind a feature flag called search_mr_by_source_branch in case we need to turn off the new behavior.

The feature flag has not been created as yet.
