What does this MR do?

Thread environment deployment finished/failed messages to the deployment started message in the #announcements channel.

  • The notification is also broadcast to the #announcements channel.
  • This change is behind a feature flag called send_notification_to_started_notification_thread.
  • If the started notification cannot be found, the finished/failed notification will be sent to the channel.

Requires !1751 (merged).
