Implement the post-deploy independent pipeline (take 2)
What does this MR do and why?
Re-introduces !1747 (merged).
After that MR was merged, the auto_deploy:* pipeline schedules stopped working, no exception or error was raised which makes me think the problem was the CI configuration. After the code was reverted on !1776 (merged) the pipeline schedules started working again.
This MR re-introduces the post-deploy pipeline CI configuration but changes the if rules with an only syntax.
