Remove the qa_failure_reports feature flag

What does this MR do and why?

This removes the qa_failure_reports feature flag that was added in gitlab-com/gl-infra/delivery#2911 (closed). With the QA reports generating successfully and not causing any problems for the coordinated pipeline, the flag can be removed.
