WIP: Update patch and security patch templates

Robert Speicher requested to merge rs-patch-process into master

The main goals here were:

  1. Organization: we now break up the large checklist by task: Preparation > Packaging > Deployment > Release
  2. Simplification: we removed some redundant information.
  3. Consistency: there should be greater parity between the lists.
