Make omnibus-gitlab use correct ref for QA tests

What does this MR do and why?

Make stable branches of omnibus-gitlab use the QA configuration from corresponding stable branches of GitLab rails project, so that they are compatible. Depends on omnibus-gitlab!7767 (merged)
