What does this MR do and why?

Add KAS to patch template

KAS was recently included in managed versioning (see https://gitlab.com/gitlab-com/gl-infra/delivery/-/issues/19960). As a consequence, there is a dedicated process to follow when dealing with KAS security fixes. The process is the same as the Gitaly security process. This commit updates the patch template to account for this and also to update the reference link.
