Respect the GITLAB_ELASTICSEARCH_INDEXER_VERSION file

For v12.x, GitLab sprouts a GITLAB_ELASTICSEARCH_INDEXER_VERSION file. This should be respected like the GITLAB_WORKHORSE_VERSION file is.

Both CE and EE have this file, so I presume release-tools should faithfully copy it into the omnibus context. Omnibus is responsible for deciding whether or not to build it into the package - it shouldn't for CE, of course.
