Explain RCs before and after the feature freeze

Alessio Caiazza requested to merge feature-freeze-rc into master

Since a few releases we started cutting RC1 way before feature freeze.

This MR tries to explain the new process introducing the concept of "feature freeze RC".

We are then splitting general preparation tasks, needed for RC1, and tasks like vendoring and final merges from master that are typical of the feature freeze event.
