Update 'How to recover from canceled coordinated pipelines' guideline.

Recovering from a canceled coordinated pipeline is a difficult task, attempting to do so could lead to even more complex situations. As such, this commit updates the guideline to first advised the Release Manager to wait for the next coordinated pipeline or to create another one.

It also includes some steps to recover the canceled coordinated pipeline, in the strange case this is necessary.
