Remove package sync in PDM pipeline

What does this MR do?

On gitlab-com/gl-infra/delivery#2485 (closed) it was discovered it's not possible to execute a post-migration that hasn't being deployed to production. Therefore we're removing the package sync between gprd and gprd-cny as a requirement, and instead, we suggest release managers to rely on the release manager dashboard to execute the post deploy migration pipeline.
