Clean up places we mention pick label

Jenny Kim requested to merge refactor-pick-label-references into master

For ~"Pick into auto-deploy" label, we currently have a handbook section, and a runbook for delivery to use it in order to speed up higher severity merge requests.

However, we have plenty of places in this runbook that mentions that label. Let's consolidate the references so that at the end of the day, there's a handbook for what/why it is, and a runbook on how to use it.
