Correct hot patching practice duration

From the results of the latest Hot patching practices:

I only calculate the durations of the long running jobs in the patching pipeline:

  • gstg-k8s: ~10m
  • gstg-gitlab-qa: ~15m
  • gprd-k8s: ~30m

They take 55 minutes already, plus 15 minutes for preparing, waiting and the MR as well as other manual tasks, I suggest we make it 70 minutes.

I also suggest we tell the SRE Oncall to silence the alerts for at least 2 hours, since I see this is a popular question, and we don't need to tell them to extend the silence in case the practice takes more time. Furthermore, anyway we will tell them to remove the silences once the practice is done, so giving a long silent duration is not bad and avoids unnecessary noises.

  • Increase duration to 70m from the results of the last practices
  • Add suggested alert silence duration
