Provide more details for backport request

  • Add the backport label
  • Request that we list each MR and whether or not that MR is ready to be merged
    • Recently we've had situations where we are waiting on Development prior to being able to start a backport
  • Request that we have an Engineer applied to the issue that we can rely on for issues
  • List each backport version that we'd like to achieve with their own dedicated acceptance in a table

It may be nice to add a QA engineer as well since testing is currently very difficult, but I think relying on the QA on-call is desired.
