Introduce labels with details from label events API

This is based on https://gitlab.com/gitlab-org/gitlab-triage/merge_requests/81

We don't exactly need the changes there, but in order to avoid conflicts, it's much easier to just work on top of it. The main offender is the parent chain changes, which affects how we chain the resource tree.
