Do not run bundle install in security jobs

What does this MR do and why?

  • Remove the default bundle install command for security jobs, as it's currently crashing (since we don't have bundler or make installed in those images).
  • Remove the license_scanning job, as it is deprecated.

The jobs are now green 🎉
