Use a consistent issue title pattern for all test issues

What does this MR do and why?
In order to fulfill the vision of gitlab-org/quality/engineering-productivity/team#425 (closed), we need to iterate.
The first iteration is to rename the various issues to be more generic and use the [Test] path/to/test/file | Test description pattern.
