Update extension dependencies and development docs

This MR update the extension related submodules and documentation for debugging them from within this project.

How to evaluate these changes

From a clean checkout of sast-ide-integration, use the docs to accomplish each of the following:

• run ./scripts/setup.sh
• start the local scanner service and test it with curl
• from a clean GDK install, test the service through the endpoint
• setup a test project
• debug the extension
• attach a debugger to the language server of the extension host's language server
