Update kics to v1.7.11
What does this MR do?
Customers have reported a slowdown in KICS analyzer speed since v4.1.4.
In testing, I've observed when scanning terragoat, the wrapped KICS scanner slows down from 24 seconds in v1.7.5 to 30 seconds in v1.7.6.
That performance seems to be restored in that the wrapped scanner version KICS v1.7.11.
To attempt to address the performance issue this MR updates KICS to v1.7.11.
