bumping kubesec

What does this MR do?

Bumps Kubesec to the most recent version (2.11.5).

This also bumps apk-tools to 2.12.9-r3 to avoid the following error:

apk-tools-2.12.9-r3:
breaks: world[apk-tools=2.12.7-r0]
