chore: Default `log4j2.formatMsgNoLookups` to true

What does this MR do?

Enables log4j2.formatMsgNoLookups by default

Follow-up to !73 (merged), not sure what happened to that MR 🤔 but we can release this as a v2.12.9+1 build tag to workaround
