Draft: [Bulk Update] Bump core deps (excluding report)
What does this MR do?
Bumps core analyzer dependencies (common, command, ruleset) to their latest versions. report is not updated as newer versions cause JSON report assertions to fail.
The main purpose of this change is to incorporate support for double star glob patterns which was introduced in command v1.8.0.
