Add MAX_IMAGE_SIZE_MB support to image size check
What does this MR do?
To make the transition to gitlab-org/gitlab#218574 (closed) easier, this MR adds support for MAX_IMAGE_SIZE_MB that falls back to MAX_IMAGE_SIZE_BYTES
Tested with gitlab-org/security-products/analyzers/gosec@6b211441
