Pin to local Retire.js advisory files on node modules branch

Pin to local Retire.js jsrepository.json and npmrepository.json files on the node_modules branch so we don't need to worry about constantly updating our expectations if the upstream files change. Also removes the qa/expect/gl-container-scanning-report.json file since container scanning support was removed as part of !44 (merged).
