Update project test structure

David O'Regan requested to merge test-restructure into master

This merge is designed to handle:

  • Test setup restructure
  • Introduce a scenario spec as a example i.e. incident_navigation to show a E2E of components working together
  • Add the test:e2e job to the pipeline

As per #27 (closed)

  • Restructure testing based on feedback and add E2E testing to pipeline
