Update maintenance process to include Marketing update

Description

This MR updates the monthly maintenance process to notify particular people within Marketing whenever we remove redirects from our generated _redirects file, to allow Marketing to update about.gitlab.com based on those now expired redirects.

(The MR also updates that step to make the initial global search "step" into an actual step, but doesn't change the actual process.)
