What does this MR do and why?

As part of our rename, we are moving from remote_development -> workspaces. see: IDE group and Remote Development Category renam... (gitlab-org/gitlab#472761) We need to make sure doc links are pointing to the right resources as well.

Considerations

I have left links in docs to merge requests as these are not transferred over during a rename
