Mohamed development partitioning

This merge does the following:

1. It removes the build_from parameter from the LayerComponents tlm arguments
2. The fake Placeholder in Graphbuilder is already there
3. The node with name "Placeholder" has to exist in the precisions_annotations file
4. The width of the interface is increased to 20 bits
5. The convert_np script is similar to Marius but it just takes in a csv file and converts it to a binary file with the proper padding (if needed)
