Update click and panflute versions

This commit pins a working pandoc-panflute combination for Ubuntu 22.04. Ubuntu 22.04 (LTS) is the reference, also used in CI, so the versions that work on it will be pinned. However, newer pandocs need a newer panflute. Another solution will be required here.
