Feature/111 no results message

Sorry this merge request has two components to it.

a) no results text for /services when there are no results.

b) an alert banner component to afford us more control over the styling of that, for when we get some designs.

For no results text, I currently have it looking like this locally:

Questions for @apricot13 and @niallmckenna

1. why does the no-results-message component not style the heading and body with nice fonts?

2. how can we suppress the rendering of the filters heading / region if there are no results or no facets?
