I've just run into too many cases where even just testing configuration changes resulted
in the Prunerr service being down and then Transmission fills it's download
directory. Prunerr's unique logic is only really used to decide what download items to
remove when so there's really no need beyond convenience to have it also handle pausing
download. That process really does belong in the Transmission container.
