swig: build library from top level

Alyssa Ross requested to merge qyliss/highlight:swig-top-level into master

This does exactly the same thing, except that variables like conf_dir will be respected.

I’m not sure the make clean is a good idea, though — it was very surprising to me that I couldn’t just build highlight and then build the extensions, without the cli being deleted by the extension build. I’d be inclined to remove that line entirely.
