Don't check react-notification into the repo

Summary

I checked react-notification into the repo in !1678 (comment 1039337817)

It has since not been customized, and the way things are moving I doubt we'll reuse it instead of just write a custom implementation if it comes down to that.

And now I care more about the little JavaScript bar going away than I do about our ability to customize this deprecated code.
