Groups: improve pending memberships, standardize "authorize/reject" buttons throughout the UI

Summary

  1. Fixes creating a private group.
  2. Adds a "pending requests" row (and a counter) within group members for group admins.
  3. Create a new AuthorizeRejectButtons component used in groups and throughout the UI.
  4. Fixes the Column back button having a square focus ring.
