Never default to public on post replies

Summary

When replying to a post, the visibility should never default to public. This suppresses hellthreads and makes it so that they by default don't fill people's timelines up. It makes it so that if someone wants to be annoying by flooding everybody's timeline with inane bickering, they have to manually set it to Public every time.
