Move /soapbox/config to /admin/config

Sean King requested to merge seanking2919/soapbox-fe:modify/soapbox-config-location into develop

I don't know if Alex envisions the Soapbox config page being part of the admin dashboard instead of like how it is right now. But if he does, this MR will do just that.
