    Add ChangeLog, Licence and Logo. · 122838b9

This change is for preparing the first minor version of this project.

The changelog reflects the current state of this project. I also
designed a logo which represents a jellyfish. It reflects what I
imagined for dependency hell management, as a poison, before semantic
versioning exists fifteen years ago.

Before releasing this project as open-source, I choose to apply the
Apache Licence 2.0 as he gives me some warranties.
