Draft: [#99] Include additonal info on Majority graph bars and refactor the whole thing to be simpler.

Description

1. Adds current percentages of quorum and approval in the majority graph captions.
2. Adds the percentage display of votes on the baker filter buttons in mobile view.
3. Refactor the whole majority graph component to be simpler.

Changes are live on staging
