Issue #830 - Review CS handbook onboarding page

Why is this change being made?

The CSM group is reviewing and removing stale information from the handbook. This page contained a link to EdCast, which has been phased out. There doesn't seem to be a similar training in LevelUp, so removing the line instead. Furthermore, fixed some more incorrect handbook cross-references and updated the section on risk&triage.
