Tech Stack page headings do not have anchor links

Why is this change being made?

The headings for each application listed there are not anchor links, and we therefore can't deep link within the page.

We need to use markdown parser to generate ids for headers. I changed the file extension to .html.md.erb and switched to markdown syntax.
