docs: maintainer documentation

I had to renew the VS Code Marketplace token for #406 (closed). I realized this process is not documented. So I documented the process to reduce the lottery factor.

Note: I also moved documentation that's meant only for developers to a docs/developer folder

I recommend review commit-by-commit since moving the documentation created somehow noisy diff
