chore: Add COMMIT to published artifacts

• This will help us enforce that we reference commit that is used in CDN consistently
• This is related to MVC for Web IDE air-gapped instance support (&15077)

How to test?

1. Download the .tar.gz artifact from either the build-web or build-server job in this MR.
2. Extract the tarball and check that COMMIT file has the same commit SHA used in the pipeline.
