Search bar for Usage Quotas storage tab
What does this MR do and why?
This MR adds Search Bar to the Usage Quotas > Storage tab (for namespaces).
Technically it prepares for us to resolve Investigate how to improve Usage Quotas member ... (#371402) and unblocks work on adding sorting to the Storage project list.

How to set up and validate locally
- Open a namespace and then go to Settings > Usage Quotas
- Switch to "Storage" tab
- Note how the filter works, try filtering the project list below
