Update VSA date range tooltip text
What does this MR do and why?
Updates the text in the tooltip to reflect the content the table now displays:
Before: Showing data for workflow items created in this date range. Date range limited to 180 days.
After: Showing data for workflow items completed in this date range. Date range limited to 180 days.
