Improve help-text for Monitor visibility setting

Problem to solve
Now that we have `Split monitor visibility setting from operations, we should also give the help text a polish to match the change and also explain the purpose of the setting option in a better way.

How to set up and validate locally
- On the top bar, select Main menu > Projects and find your project.
- On the left sidebar, select Settings > General.
- Expand Visibility, project features, permissions.
